Financial Assistance
Water Residential Assistance Program (WRAP)
Residents are eligible for assistance through WRAP if the following criteria is met:
- Reside within the GLWA service area;
- Demonstrate household income at or below 200% of the federal poverty level;
- Establish they are responsible for the water or sewer bill;
- reside in the home they own or rent.
WRAP has the following areas where residents can garner assistance:
- Bill payment assistance based on household income and bill amount
- Arrearage or past due balance assistance
- Conservation measures such as a home water audit and minor plumbing repairs

WRAP Plumbing Repairs
Take control of your water and sewer bill with WRAP! The Water Residential Assistance Program (WRAP) provides income-based water and sewer bill credits, payment of past due balances and minor plumbing repairs! Eligible low-income households can have their homes checked for leaks, learn how to reduce their bill, and have non-functioning plumbing repaired or replaced.
Examples of Minor Plumbing Repairs:
- Repair or replacement of toilets, faucets, sinks, showers or bathtubs
- Installation of low flow fixtures
- Replacement of lead fixtures
- Other minor repairs in the kitchen, bathroom and utility room
Who Is Eligible?
Households are eligible for WRAP if they meet the following criteria:
- Reside within the GLWA service area
- Demonstrate household income at or below 200 percent of the federal poverty level
- Establish they are responsible for the water or sewer bill
- Reside in the home they own or rent

WRAPfinity
WRAPfinity provides funding to eligible low-income households with senior citizens or persons with a permanent disability. Funding is provided by the Great Lakes Water Authority (GLWA) and is administered in partnership with local community action agencies.
WRAP can help reduce your water bill and pay past due balances! Households pay approximately three percent (3%) of their income after bill credits are applied, and bill credits extend beyond two years.
Who Is Eligible?
Households are eligible for WRAPfinity if they meet the following criteria:
- Reside within the GLWA service area
- Demonstrate household income at or below 200 percent of the federal poverty level
- Establish they are responsible for the water or sewer bill
- Reside in the home they own or rent
- Senior citizen (62 years or older) or someone with a permanent disability
